I voted no, but that's because I never buy new cars. No matter how good a vendor's feedback is, there's too many variables playing up with a used car. What he describes as "normal wear and tear" may or may not be normal to me.
In principle, with a new car, why not? It's not like you see the exact car you will buy when you go to a dealer, so...
