there is no mention of the pm enabling requirements there, but perhaps they are in the user agreement
For sure Lomag (forum admin) mentioned them in a thread in the site comments and suggestions section

It is. I am on regular old tylenol for when I get a lil sore. You can actually blame it on my wife not being here. She gets back tomorrow but I have been alone with my little girl. I love her to death but WOW she is all over the place LOL. Now I understand why they coined it the "terrible 2's".
