That's because police didn't actually catch them in the act and acted only on witness accounts. They weren't caught on radar, video or seen by a police officer, Superintendent Norm Gaumont, RCMP officer in charge of traffic enforcement for the Lower Mainland, told the Surrey Now newspaper.
While I don't support moronic acts on public highways... I'm not sure what I think about that. "witness accounts" shouldn't be sufficient proof to take and impound 13 cars

They didnt get caught on camera, cops didnt see it, how in the world did they seize the cars???? This is ridiculous. How can you base your "evidence" on merely jealous witnesses?
I wish I am a lawyer now. Simply ask the witnesses, "were you ever jealous of somebody in the past since you felt are better than you or felt you are less up to par in standards with other people?" BAM you got him.
