The best setting is for a SLR or DSLR or any camera you can set the ISO, aperture and shutter speed. The magic formula is as follows for perfect night shots:
A tripod and cable release is a must. A half hour past sunset or half hour before sunrise on a mostly clear sky. Set the camera ISO at 100. Shutter speed at 2 Minutes. (this may require the BULB setting) Then the aperture is set at f/22.
