Calling all brainiacs--who will be the first to figure out how this is done?

The table of characters changes every time so that whatever number you pick for any given current table of characters, it will always be the same symbol that is the solution. See for yourself.

The table of characters does change every time. But, that doesn't explain how it works, and the second part of your answer explains what it does, but not how it does it.

The resultant number will always be a multiple of 9.

Define the number you pick as 10x + y. So in the case of "23", for example, x = 2 and y = 3. Hence, 10*2 + 3 = 23.

Then, they ask you to subtract 2+3 from the original number. Therefore, your final resultant number will be 10x + y - (x + y) = 9x. Assuming that x is a natural number, any of the numbers on the chart that you may pick will result in a final value of a multiple of 9.

Now, if you look at the chart, all the multiples of nine have the same character next to it. Each time you run the program, the character next to the multiples of nine changes, thereby giving the illusion that it can "read minds."
