I asked the exterminator about using expanding foam, and he said they can chew through that in seconds. I'd stick with the steel wool.
Also I think they will pull out steel wool if its not in tight!

One place we lived had a barn overrun with mice. We were given a kitten from a neighbor's litter. Within weeks, we never saw a single mouse again in the barn. Occasionally though, the cat would try to bring a live mouse into the house to show off her catch and to play with it.
