The cost of 1Km German Autobahn

After a recent discussion about the cost of the Autobahn here are some facts I have found:
The total cost of 1 Km German Autobahn is 26,8 Million ?uro.
This includes the costs of the planning, a process that averages 20 years!
The most of the total cost, 35%, is administratives expense.
950 hours per month is the time the government employees in different ministries are working on it.
5,7 Million ?uro are the fees for the appraisals and the consultation of engineers.
The actual build costs are ONLY 6,7 Million ?uro, plus investments of 5 Million ?uro for electronics, etc.
Just FYI.
