those are michilen solution to the RFTs they are called PAX system as i remmeber,,,
in the picture they look weird because it looks like a small rim on a tyre with a simmilar looks.... these are just prototypes and demonstration tyres the finall product is expected to look like a normal tyre, once the side walls are coverd...
these are why they were so late in there RFTs they were busy developing these,,

That pic is actually of the Michelin "Tweel" and not the PAX system. PAX is currently used on my wife's Honda Odyssey (they're also on the Toyota Sienna) and look like this:
