I had the same problem on an E61 I just bought. The previous owner had replaced the wiring harness, but the right license plate light was not working, throwing a error message.

It turned out that the output had been permanently disabled in the LM module due to too many short circuits.
I used Tool32 to reset the short circuit counter. After that, the output became active again and the license plate light started working.

Anyone have a fix for this yet. Mine is doing the same but no broken wires that I can see.
