Well judging by the auction description that says;
ALL WIRING FOR THE TAIL LIGHTS ARE PRE-ASSEMBLED FOR THE ESSENTIAL PLUG & PLAY APPLICATION
EASY TO INSTALL, NO MODIFICATION NEEDED
... I would say "no" to both your questions...!!

These are the older aftermarket LED taillights and not the new BMW LCI ones. You do not need to modify anything to install these are they are completely plug and play.
