Reprogram E60 with no TCU

Long story short - my dealer needs to reprogram my wife's 2005 530i. We removed the TCU a few years ago when it went bad (and installed a MOST bus loopback cable as I recall).
The dealer can't figure out how to program the car with no TCU installed. He prefers not to order/install a new TCU temporarily since he says they would need to register it. I prefer not to pay for a new TCU. Any suggestions are appreciated, thanks.
