Rear Tint Assist

What did he use to get this look on his rear lights? Was it a spray or a film? I'm having this done after work today for $50 by a friend that owns a tint shop.
I'm wondering if someone that knows him or..... if any of you can chime in and assist in answering this? I need to know!
