Yes, in that case they follow you, you turn off the UV light and the plate will be visible again, while with an IR lamp nobody could see the light .
The lamp of my photo was only a little red, to my eyes .

Or dredge license plate with some substance that with an UV light take on a phosphorescent color .

Ehm, but if they stop you and check the plate ?
The only way is put on it some chimical (invisible) substances that take on a color with UV light (12v with resistors from the little lamps that illuminate the plate)
I give you the idea, you could study the rest ..
