Hi,
It's an OEM Carbon Fibre front lip that fits over the stock bumper.
It's a discontinued part and BMW don't make it anymore.
I got it from a vendor called ROVERACTIVE.
He is on eBay and has a website.
It is pretty expensive, you may have some luck searching at some European dealers but I didn't have much luck when I did that.

I could have also got the full MTech kit for a similar amount but I like the exclusivity of this lip.
As far as I am aware I am the only member on this board with it.
I've seen 1 other car with it on another forum only.

yeah, its nice to be different, im going the same route as yourself, or similar, few carbon bits and pieces, i think i will hold out for the oem m tech kit though, with cf splitters! I have the 20,s on but getting coilovers shortly then the kit depending on the stance i have.
