Here are some recommendations:
1. Go to e46fanatics, bimmerforum, or bimmerfest. Do a search with "Seattle body shop." You might need to create an account to do a search.
2. Find out who the e46 owners say do good work.
3. Contact each body shop that is recommended and take your car to their shop so they can provide an estimate.
4. Look for a shop that will charge between $1000 - $1700 for paint and installation.
5. Buy the M-tech from Crevier BMW at parts@crevierbmw.com or BMW of Newport at gromani@bmwofnewport.com.
This is the process I used when I got my M-tech aero kit installed prior to knowing about EuroRev's special for e60.net members. Good luck!
Oh, BTW here are some shops I found Metro Auto Rebuild and Autohound.
