I've seen this happen before. Your battery may be low. Start the car and check when the engine is running. The old V5s were power hungry and because those LEDs are wired in series the last one is suffering. I got rid of this issue for good on the V6.

OK update. When the car is off with sidelight on, the bottom rod doesn't work on both lights. When engine is on only the one pictured doesn't work. Uh? May also have to upgrade to V6's

As mentioned, this is a battery charge related issue and if the battery is charged up well, it charges the kit components faster.
