Incremental amount of Torque/HP you can feel?

Was talking with a buddy today and I posed the question.
What do you think is a minium amount of increase in torque or horsepower you will notice?
Assume you have a reasonable amount to start with on a typical stock sport sedan.
Lot's of people want to buy stuff and make modifications and get 5hp for example and then state they can tell a difference.
So what do you think?
