I don't think ghetto is the correct term, but it just depends on the look that you are trying to acheive.
Bling vs. aggressive

For me I am going to get these Hartge wheels and get them completely powder coated black

I'm surprised you're looking at these wheels considering their weight. What size are you getting? I do like the look though.

I like the #3 wheels too but will stick with the 166s for the summer. Actually, if you like the silver with chrome rims take a look at the BBS Air CK II. They are really nice IMHO. Of course for $700-800 each a bit pricey and you still need tires!
