thats an anodized lip. def go with powdercoating, its stronger and if you scuff em u can just re powdercoat for like 100$

gold/ bronze can look good if done tastfully, i was thinking about that with the work wheels as well bronze center polished lip but i wanted a more sinister look so i did the gunmetal face and black lip

go to the "house of Kolors" website you can get any color candy or chrome powder coat or paint, on my e39 I had blue over my black CF hood,on my tails and fogs, its translucent and will have the chrome affect over chrome on the wheels or you can use a chrome base. BTW cars are not ghetto...its ppl who drive them that are. OP do what you want to "your" car its your money!
