HID Angel Eye Plug n' Play

I had setup my angel eyes with an HID kit as well as HID fogs. Setting up the HID fogs was plug n' play. As many know, setting up HID angel eyes required a little more work. I understand that some of extra parts we get with HID kits for angel eyes is to take into account that by default BMW drops the voltage when we have our low beams on or setting it to park. It has its peak voltage when in DRL and low beams are off. Least I believe it does, I tested it today and it dropped down to 9V in my test cases. If we coded our car to keep a constant 12V at all times for our angel eyes could the same plug n' play HID kit used for our fog lights then be used for our angel eyes? Is there other things taken into consideration with HID kits other then the drop of voltage?
