Just like wig everything else, it comes down to $$$. Just have to decide how much your budget is going to be. If you realy want the KW's an don't want drop a lot of money at one time, I'm sure you can find a good set of used ones........GL

Buying a good set of coilovers will always be the more expensive alternative, albeit the best. I've driven with Eibach Pro-kit springs on stock shocks on my E46 and didn't like the ride very much compared to stock (my stock shocks had only 18k miles on them). After getting coilovers, the difference is night and day, the car handles so much better and it feels so much tighter, really gives you confidence and response.
But then again, we don't all track our cars and coilovers seems excessive for just wanting a lowered look. From my experiences and reviews from other BMW members, Koni Yellow shocks and Eibach pro-kit springs seems to be a great match. The Koni's are 2 way height adjustable IIRC. The Eibach gives a really mild drop though. You can try pairing the H&R springs with the Koni's and see how that goes. Or go with the H&R on your stock shocks and if you don't like it, just drive it for a bit and your stock shocks will go, especially on NY roads. On the other hand... the price of Koni's and springs + a few $hundred$ more could yield you a set of KW or Bilstein coilovers on the used parts market which in my opinion is the best deal.
Good luck on whichever decision you choose!
