Because the US Goverment thinks we are all idiots that have to be told how to tie our shoes in the morning. Not to mention the warning about getting fingers stuck while tieing the shoes and that if not performed by an expert tier, one could trip and cause serious injury. You know they don't want us to sue the shoe manufacturer and sidewalk builder for such a dangerous design.

EDIT: PS: I forgot to mention in the U.S. commercials showing shoe tieing, there is a warning that it was performed by experts in a closed area, no animals were harmed during the filming and side effects may include a whole list of stuff thats worse than walking around with untied shoes.
