Getting CIC nav parts

Has anyone else taken a minute to think about where these nav parts are coming from for the cic retrofits on ebay and whatnot?
I have yet to see any readily available US units for sale, but there are literally more European parts than I can count. I'd normally not think twice about it but every one of them is used and being shipped from counties that are absolutely notorious for car theft. Are that many brand new luxury cars really crashing in these counties that are half the size of Texas? Then on top of that the same people getting every single one?
I'd like to think stuff like that doesn't go on but I haven't found anything yet that would make me think otherwise.
