I believe you mean the fuel pump, and yes its in the tank and should be submersed.

it says something when someone can start on thread on filling up your gas tank and others think its worthwhile to respond to it lol

i always full it up all the way and maybe 1/4 gallon extra. time=money

The more gas you put in, the more weight you're carrying around, thus you're burning more gas carrying around more gas. Get it.
