spent couple of hours last night trying to get my head around this.
To start off, removed emulator and rebooted CIC. In FSCTools, everything showed fine as below, VIN is the same in both CAS and CIC, FSC/Certs are accepted, but still navigation is greyed out.
Using FS-Tools, checked VIN, everything matches, INPA UIF showed my VIN for all 3 modules. Tried to virginize again by putting the USB in glove box, but does nothing.
Then closed all of the above utilities and opened Dr.Gini, to my surprise the UIF that was read here is still showing donor VIN for all 3 modules, I for frustrated at this point as to what to believe and what is going on.
Wrote self signed certificates that I created for this donor vin and loaded all of them using FSTools2 and navi is still greyed out (ofcourse I took out the emulator earlier). Now INPA, FSCTools they all show the donor vin for CIC.
There is something somewhere that the VIN is not matching which I am not able to wrap my head around.

Uploaded certs and fscs with my VIN to CIC and checked FSC Tools which showed activation as FSC but nothing else populated, after I did a CIC restart it went back to emulator (even though I dont have emulator). I guess it is seeing donor VIN somehow and is switching to emulator.
All utilities match except for Dr.Gini which is surprising/confusingly still able to pull donor VIN for 63,62,A0 modules.
Tool32, CIC mafia, FSC Tools, fstool all read my car VIN. This makes me believe that there is still somewhere in some module that the donor VIN is not updated yet which I have no clue yet.

Ok spent sometime again today
Used Tool32 to update VIN in all three CIC modules (cic, gw, hd) and made sure VIN is my car's VIN in all modules. Made sure Gini and other utilities show same VIN across the board. Uploaded all FSCs again, but Gini is still showing as below for FSC status
and navigation is greyed out. Atleast VIN is same in all modules everywhere as far as I can see. At this point, looks like certificates issue.

Have to try that. But I did try to load al FSCs again via Gini and still had that 'REJECTED' status under STAT_SW_SIG_ST.
I read that changing issue date in 1B file 1 day further can also help in resolving greyed out navigation which I will try as well.
One more thing I am not sure about, if you see in the screenshot above, it has a whole bunch of status ACCEPTED for 17 FSC, but not for anything else. Should I be expecting to see for all others as well?
Another thing, when loading FSCS and SIG 'der' files, should i be loading them once for each application or just one before loading all FSCs?
