Can scratched rims be fixed?

Wheel techniques at Santa Clara. They always do a good job in repairing wheels. My old wheels were fixed by them and they did a great job.

Wheel Tech fixed my wheels today... great job, the two wheels they did look just like new. Lucky that the SSR-GT3s I have are just polished, not painted or chromed, so it was a straightforward job. They weren't cheap at $150 a wheel, but YGWYPF as I've seen many times.
