An imbalance in tire pressue, especially in front, can cause the car to pull to one side. If your pressure is the same, it must be the alignment. However, unless you just knocked it out, it would have had the same issue prior to installing the new tires. The alignment is on the suspension, not the wheels/tires. Also, ensure the road you are on is as flat as possible, say, the middle lanes. All roads slope to avoid puddling, but it's more pronounced on a two-lane or edge lane of a larger highway.

They have balanced them at least 3x and all the time they balanced quite ok(0/0) on all but then after a few days of driving I feel the vibration again then I go back to get them checked and sure enough they were out of balance again(not 0/0). They told me that probably the wheels and tires were shifting making them off balance every time. I even had them "road force balance" 2 of the 4 tires which made a difference.

Have them balance all 4. Wait 10 minutes, then check the balance on them again? You don't have wheel weights flying off while you drive do you?
