why would there be only two sensors for 4 pads? maybe it thinks the wear amount is same on both sides so just uses one side? makes more sense......

There are only 2 sensors -one for the front and another for the rear.
There is no need to replace sensors unless they are worn, (the warning light will be permanently on)

Just had a thought -the UK definitely has this but the US have far more lawyers and they might have fitted more sensors to combat this!

There are ONLY 2 sensors total as posted above. There is one in the front and one in the rear. Obviously if you're car is running straight your brake pads are going to wear the same on each side. If not, your car would be pulling one way or the other when you stopped.
You don't have to replace the sensor unless you have already tripped it. Otherwise you can re-use it.
