I remember reading about some thing like this but I think it was used in a VW....a custom set up. It's used to brace the bottom frame of the car, not the struts as the name implies. I guess it further enhances rigidity beyond just using front and rear strut braces.
Imagine a scroll where the top and bottom have solid wood pieces. Those ends are inflexible but the middle unsupported section of the scroll can still bend. I think that's the logic around the floor brace here.
