They replied my e-mail stating that i have to send my ECU to GERMAN for them to 'chip' it.

I just called the NC distributer, German Speed Merchants. They said they may or may not have to send the ECU out for flashing, but that was done by the Wetterauer reps in Indiana. The individual I was speaking to was involved with an in shop issue so wanted me to call back. I will try to get more details in the PM. There are two locations listed in Indiana so I think I will try them next to see if they might be one of the "flashers".
