If you are in a state, then those state laws apply. by driving on their roads, you are "availing yourself" to their jurisdiction. As far as plates go, every state has a time limit for the plates to be changed to the state in which the car is "garaged", and its usually within 30 days. So, if you are from Florida or Tennessee which only requires one plate, but then move to New York which requires two, then you have to have the registration changed within the time frame established by NY law.

The logical question is "but what if you tell them you are just visiting?" It has worked for me in the past, but if you get pulled over a few times, that may not fly. Technically, you have to have it changed.
I don't think anyone is debating your first paragraph. I am talking about visitors driving through other states. It would never occur to me to pull off my tint if I was visiting from FL to a less friendly tint state. That's insane. But I guess that's what court is for.

+1 i completely agree. many times if you are extremely respectful, the cop will let you go without a ticket if you are out of state. if you are unfortunate enough to be ticketed, you can pay it or chance it that it wont follow you, but if i am handed a citation by an officer, you better believe i am taking car of it. something left on my windshield is liable to "blow away" i will pay it if it ever catches up with me.
