I don't think anyone is debating your first paragraph. I am talking about visitors driving through other states. It would never occur to me to pull off my tint if I was visiting from FL to a less friendly tint state. That's insane. But I guess that's what court is for.

+1 i completely agree. many times if you are extremely respectful, the cop will let you go without a ticket if you are out of state. if you are unfortunate enough to be ticketed, you can pay it or chance it that it wont follow you, but if i am handed a citation by an officer, you better believe i am taking car of it. something left on my windshield is liable to "blow away" i will pay it if it ever catches up with me.
