Well, good news, I guess.
The seller of the two ebay orders I posted said that there was a problem with the supplier, pushing the order back to late October. He issued me a refund.
I popped onto ebay and found a better deal. LCI pair, used, but excellent condition. US seller. These ones do have the adaptive lenses and the electronics are complete, so I won't have to swap out the bulbs/ballasts:
