You might want to read what the OP said in regards to an alignment. Let me paraphrase:

In the absence of damage to the steering/wheels or obvious signs or tyre wear, it has been my practice to get the wheels aligned every time I replace the tyres.
The scenario the OP is giving is that his tires are bald and in need of new ones. So, why is he going to get an alignment if his tires didn't wear out unevenly?

i think the steering alignment and wheel alignment are 2 diff things, maybe that's why dealer's charge is different?
No - they both mean the same thing: Making sure the wheels are dead straight when the steering wheel is centered.

If the old tires have worn out evenly, then this service is not needed when new tires are installed. Many places "recommend" it, usually at an additional cost.

my understanding is that on E60 with AS they can perform steering alignment (i.e. centering steering wheel in relation to wheels) when they load new Progman or just connect the car to computer, which is not the case with a wheel alignment (wheel alignment consists of adjusting the angles of the wheels so that they are perpendicular to the ground and parallel to each other),the steering alignment was once done by my dealer at no charge as a part of Progman upgrading-no wheel alignment was done or required as my tires were not worn out unevenly.

wheel alignment consists of adjusting the angles of the wheels so that they are perpendicular to the ground and parallel to each other
My bad - this is correct. Disregard my last post.
