Here's a summary of everything:

pre-LCI cars:
Inner bulb -- used for "flash to pass" and for DRL, not adaptive, halogen (not Xenon)
Outer bulb -- used for low and high beam, possibly adaptive, Xenon (in most cases)
Angel eyes -- used for parking lamps

LCI cars:

Yes my car is pre LCI and I have my halogen centers turned on for DRLs I wish it was my angel eyes that were my DRLs anyone know how to convert my angel eyes to also be my DRLs?

Bruce, how about a cable for pre LCI users to convert their angel eyes to DRL's?

From the BMW Innovations webpage appended, it appears that the lights do swivel
