What are the lights inside of the inner halo closest to the grille? I was just playing with the headlamp control and couldn't get this one to turn on.

High beams. Or "flash to pass" lights. The activate when you pull the blinker lever towards you. They only stay on as long as you pull the lever.

Good info in that thread. So on Pre-LCI, it is the DRL and is the adaptive xenons?

Here's a summary of everything:
pre-LCI cars:
Inner bulb -- used for "flash to pass" and for DRL, not adaptive, halogen (not Xenon)
Outer bulb -- used for low and high beam, possibly adaptive, Xenon (in most cases)
Angel eyes -- used for parking lamps
LCI cars:
Inner bulb -- used for cornering lamps, not adaptive, not Xenon
Outer bulb -- used for low and high beam, "flash to pass", possibly adaptive, Xenon (in most cases)
Angel eyes -- used for DRL and parking lamps
I think that sums it up...

From my understanding Pre-LCI it was daytime running lights ( which could be turned off by your dealer ). LCI and up cars they were used as cornering lights.. when you turned on your turn signal and slow speed the lights would turn on and swivel to direction the car was turning along with the outside xenon lights.
