Are tire sidewalls repairable?

Not sure what inspections are like in MS but in many areas tires are checked carefully and that sidewall damage would probably result in a failure.

I know he didn't damage the rim, so it couldn't have been too fast. These Bridgestone Potenza RE050A tires only had about 5000 miles on them in April and looked brand new......so you NEVER KNOW! He's not going to be happy about the $300 replacement cost.
I'd replace that tire of yours!
