You're right, warning chimes will goes off after speedometer hits 20mph and 100m or so.

Not really. If I don't want to hear the chime and see the red warning in the displays, I have to hook up the seat belt before INSERTING the key. Otherwise, BOING, BOING, BOING,.

On a German spec E60 you can start driving and then buckle up without any problem.
The chime and the warning are not there when the car is parked, or standing still. No matter where the key is. I can start the engine and then drive off, after about 100 meters or so I get a warning chime and message.
It sounds like you get the warnings waaay earlier in the US...

Same on my us spec car.
