My standard answer for rev issues is that the camshaft sensor is the prime suspect.

Would there be a code if it was bad....or would the timing be off?

Mine was bad on my E90 and never threw a code until it was marginal. When it was marginal the SES light would be intermittent. Even when it threw the code, the tech used an oscilloscope to verify that it was bad. The square wave that it supposed to put out was not so much square. I had a bunch of funny rev issues that I attributed to bad gas prior to the SES light. Never had a rev issue once the camshaft sensor was replaced.

are you hearing what sounds like a "blow off valve" type of noise when you refer to the "surge" aspect?

Kind of a "whoosh" air sound?
no....but it kinda feels like when you have a boost leak when you're coming out of vac and into boost on a turbo car.
