Best way to find out is to just pry the cover open from the top using a flat blade screwdriver.

id be careful with a screwdriver. cover it with tape or something first.

i can usually pop it open with my fingernail. the cover is hinged on the outer egde, so pry on the side towards the light.

That's correct...I did not order the cwp (which includes the headlight washers), and yet I also have the washer cutouts in the bumper....all that means is that all e60's (excluding those with the Mtech set up) use the same front bumper whether or not you have headlight washers. If you ordered the CWP, then you have headlight washers, if did not order it, then you don't have the washers.
