I can tell.

It has a license plate that is registered by BMW... And I know the location.

You can see the grill/kidneys, the shark fin, the dashboard... Of course that can be set up to fool others, but usually not.
So what are you trying to say?

That this test mule is a BMW.
I can tell by license plate and location, but from the car you can't, since everything could be set up to fool others.

They always try to disguise these mules as much as possible.

Again it is a mule and it could be the new 7. F10 is not due till 2010.

I really hope they don't go to "conservative styling". I still maintain the E60 is one of, if not the, best looking saloon car around. If they take a step backwards rather than forwards (or just a little bit to the side), the F10 won't be on my shopping list. Current plan is the F10 M5, but something with a horse or bull on the badge is looking more tempting and more likely at the moment!

Too small for the new 7.

The lights do not necessarily mean anything, often those are different in the mule and change before production.

It honestly does not look a whole lot different than the current 5er. I believe it will have a bit more of a fluid body rather than such edgy cuts the current 5 has but not that drastic of a difference like the e60 was from the e39.

The twin exhaust definetly indicate that is a bi-turbo V8 under that puppy.

I like the conservative styling and should look great with production gear and nice rims etc.

It's really difficult to draw any definite conclusions from this heavily disguised mule, IMO.
