Speaker/Tweeter under steering wheel area?

My Ride: 07 525i
I was cleaning the footwell area under the drivers seat and noticed a speaker or a tweeter in the plastic piece under the steering wheel. What is this for?? I woudn't see the point of having music comping through there. I have the basic HI-FI system.

I think it's a backup speaker for emergency communications, etc.
