Not certain that car's owner is Vietnamese. The crowd inside the restaurant is very diverse. I was just there today!
Off topic, but the best pho I've ever had was in the Washington DC Metro area: Near 7 Corners, I forgot the exact name of the location. There's a chain of restaurants called Pho '75. Man, I hate to say it but the pho there is better than my moms...

So, coming back from Rubio's in La Jolla Village Center near UCSD around 1pm I saw this 545. His/her license frame looked to be carbon fiber. It would appear that this individual knows about the red reflectors.
