rear bumper reflectors why are they there?

why does the SE (sedan) have the red reflectors in the bottom half of the bumper? i thought the rear lights had the legal reflectors built in, why duplicate this?
also if its a "safty" thing...then why does the Msport not have them? (does that not need to be as safe?)
it baffles me.

I was thinking that it might be some kind of EU regulation, because the new Golf 6 has them in the same place. Maybe if the lights are above a certain height then there needs to be a reflector at a lower level. All that sounds feasible until you throw the M sport into the mix.

I actually like the rear reflectors, this is why I have a BRAND new M Sport bumper sitting in my garage instead of on my car, I'll miss my reflectors.

Can anyone tell if I have an LCI rear bumper from my sig pic? I was looking at the LCI changes here:

and it looks to me like I've got one. Considering my car is 2004 and supposed to be crash-free, that's a little worrying. The pre-LCI pic in that PDF where it shows the cars side by side makes it look like mine matches the LCI one.
