The "sticking" you are experiencing is part of a larger group of behavior called haptics. The iDrive system is set up to provide guiding feedback - feedback that is intended to make the interface more usable and intuitive. We seem to all agree that in this instance, the system is geared towards protecting both itself and the user from unintended command entry - I think waiting is far better than having the system queue up tons of scroll commands and then making you wait even longer while it executes them. Under such a condition you could conceivably yo-yo back and forth and never navigate to your intended selection.
The non-Nav cars don't even have the forced-feedback knob, and as Rudy points out are much faster. I own this type of car, and can attest to this.
