Power steering vibration

My Ride: E60
Model Year: 2004
Engine: N54
At idle when you move the steering wheel left and right a few inches there is alot of vibration and fluctuation in RPM's.
Dealer says they can find nothing wrong!
I just had a X5 and Z4 loaner where this does not happen.
Suggestions on what I can do?
