passanger airbag light on/off

hey guys im kindda new here. anyways my 2004 530i has got some problems. one of them is that the passanger airbag light on/off(the light in the roof by the SOS and sunroof switch) is Lighted when nobody is on the passenger seat. is this normal? i heard is supposed to deactivate the passenger airbag only when someone between 9 and 45 pounds is on the seat.
