Optional navigation cic inactive and the voice command

hello everybody;
if anyone can help me
I own a BMW E60 LCI 10/2009 and the system is integrated cic So my question is on the menu I see no option navigation and voice command is not enabled.
how can I solve these two problems and thank you in advance.
