While trying to input a new destination in a different state, when I arrived at the screen which started Canada, United States, Alabama, Alaska, etc, there was a downward arrow on the right side which I thought meant I could then scroll to the state I wanted however, the controller resisted as I tried to rotate it. Does this sound right or was I doing something wrong.

If you're trying to scroll to a location thats not available there will be resistance... like when trying to scroll to the end of the page.
