I has always had the white circle too.
I was v16, v17 (added perspective view and left icons) and now v19.1.

Same here, always had the circle. When I took delivery they told me it was margin of error as well as quick way of locating your position.

I believe I did not have the circle when I first got the car. I think it came with CIP 16.x the same version that first brought us perspective view and the icons on left in NAV. Would not bet on it mind u, but that's what I think.
