You should be able to get individual keys from BMW. Since you only want the plastic spare key and you have the empty key holder already you should have to pay less than $200. Contact another dealership.

Key holders are just a plastic shell and should be really cheap.
I can get a brand new one from a UK dealer for the equivalent of $12 USD. There are a couple used ones on US Ebay for $20 or less, so don't pay too much.

The dealership matches the key to the VIN on your car to ensure it's 100% accurate.
Valet key was quoted at $80.
For safety measures I would also have them disable the key that has been lost. It should not take more than 20 seconds, so don't expect to pay much extra for that. Also if you have comfort access make sure they assign different personalization profiles to each key, otherwise you will be sharing the same settings (ac, radio presets, mirrors/seats position...) for each key. The last being very common with BMW dealerships.

My 2009 with comfort access came with one key. Found a really helpful guy on Craigslist who sold me a new key and programmed it for $200. BMW wanted $700! Paid a locksmith $49 to cut the metal part. The guy was in Vancouver, BC. Just for future reference, the place that cut the metal portion of the key for me was Abby Locksmith in Abbotsford, BC.
